She manages projects focused on state and county programs for the uninsured and public insurance enrollment.
Teare is a longtime consultant in the areas of health and youth policy — researching, writing, and conducting policy analysis and advocacy on topics including health care financing and delivery, public and private health insurance programs for children, adolescent health, reproductive health, oral health, and youth development. Prior to joining the foundation, Teare's clients have included local and state governments, private foundations, nonprofit organizations, and safety-net health care providers. She has also worked as vice president of policy and director of policy for Children Now in Oakland, California, and as a health policy analyst for the National Center for Youth Law in San Francisco.
Teare is an experienced writer and editor and has published extensively in the areas of health law and children's policy. She received a bachelor's degree in English from Yale College and a master's degree in public policy from the University of California, Berkeley.
