The California Health Care Foundation's recent publication Moving Medi-Cal Forward on the Path to Delivery System Transformation presents a vision and path to achieve large-scale reforms in the Medi-Cal program, which covers one of every three Californians. The report and CHCF's July 13 briefing on its key findings culminated a year-long CHCF collaboration with Manatt Health's Cindy Mann and her team.
The project was a unique opportunity to tap into Mann's extensive national experience and perspective. Mann previously served at the federal Centers for Medicare & Medicaid Services, where she was deputy administrator and director of the Center for Medicaid and CHIP Services during implementation of the Affordable Care Act. She is a well-known thought leader on Medicaid who works with states, providers, plans, consumer organizations, and foundations.
After the July 13 briefing Chris Perrone, director of Improving Access at CHCF, interviewed Mann about how Medi-Cal's challenges compare to those facing other state Medicaid programs and why "business as usual" is no longer an option for the program. Here's their conversation:
