Staff Profile
Marian Mulkey is director of the Foundation's Health Reform and Public Programs Initiative, which is working to support the implementation of national health reform in California and advance the effectiveness of public coverage programs.
Mulkey leads CHCF's work analyzing the complex reform legislation and informing policymakers, state and local government, private stakeholders, and the public on ways to implement the law that will improve and expand coverage.
Mulkey was most recently senior program officer in the Foundation's Market and Policy Monitor program where she led work to monitor California's private health insurance markets and insurance oversight. Prior to joining CHCF, Mulkey worked as an independent health policy consultant and at Kaiser Foundation Health Plan, where her responsibilities included pricing, utilization data reporting, and policy development.
Mulkey received a bachelor's degree in biology and economics from Reed College in Portland, Oregon, and master's degrees in public policy and public health from the University of California, Berkeley.
