    California state policy and reimbursement models for community health worker, promotor, and community health representative (CHW/P/R) work have been evolving over the past few years.

    CHCF has gathered a variety of resources related to California state policies and financing of CHW/P/R work:

    • CHCF hosted a December 2021 webinar, “Learning About California’s Community Health Worker State Plan Amendment.” Note that this information is dated. California has issued a SPA, and there is now a Medi-Cal benefit for CHW/Ps.
    • Curated list of publicly available resources for developing and financing CHW/P programs (PDF). Note that this list was developed in 2021, before California’s community health worker benefit within the Medi-Cal program.
    • A July 2021 newsletter (PDF) shares insights from conversations on Medicaid financing of the CHW/P workforce with Maria Lemus, founding executive director of Visión y Compromiso, a statewide network of promotor organizations in California, and Carl Rush, a founder of and policy advisor to the National Association of Community Health Workers.
    • A May 2021 newsletter (PDF) shares insights from the Transitions Care Network and Telecare about using data to demonstrate the value of CHW/Ps in both health outcomes and cost savings.
