One-e-App: One-Stop Access to Health and Social Service Programs

One-e-App is a web-based system designed to screen and enroll applicants in multiple publicly funded health programs through a single application. It is built on the successful Health-e-App application platform and is uniquely managed by local communities.

One-e-App is an innovative web-based system that provides an efficient one-stop approach to enrollment in a range of public and private health, social service, and other support programs. One-e-App streamlines the application process through one electronic application that collects and stores information, screens and delivers data electronically, and helps families connect to needed services.

One-e-App's key features include:

  • A consumer-friendly process for screening and enrollment
  • Preliminary eligibility determination across multiple programs
  • Automated application submission
  • Real-time transactions (such as premium payments)
  • Interfaces with local and state eligibility systems
  • Translations into multiple languages
  • Case management and client retention tools
  • Built-in security and client confidentiality
  • Local management of outreach and enrollment activities

One-e-App has electronic interfaces with multiple state and other systems in California, including the State Single Point of Entry, the CalWIN system (in four counties), the CHDP Gateway, Kaiser Permanente Child Health Plan, and CaliforniaKids, creating a completely electronic submission of applications wherever possible.

First launched in California in 2003 in San Mateo County, One-e-App is currently used in 15 counties to facilitate enrollment in public and private programs. In select locations, One-e-App is available directly to applicants, allowing them to initiate and complete their applications themselves anywhere they have access to the Internet. Project Background

For more than 10 years, the California HealthCare Foundation (CHCF) has promoted improvements to public program enrollment through technology innovation and policy change. In 1999 CHCF began development of Health-e-App, the first web-based system in the United States to fully automate enrollment in Medicaid and the Children’s Health Insurance Program (CHIP). In 2001, CHCF licensed Health-e-App to the state of California at no cost. Subsequently, Arizona and Indiana, as well as several California counties working in partnership with CHCF and The California Endowment (TCE), expanded on the concept of Health-e-App by creating One-e-App to provide a single point of entry for a range of local and state-administered health and social services programs.

In 2004 CHCF and TCE provided seed funding to establish Social Interest Solutions (formerly known as The Center to Promote HealthCare Access, Inc.) to promote One-e-App’s development and use, with the goal of increasing the number and percentage of eligible persons in California enrolling and re-enrolling into health and social services programs by offering a publicly accessible, comprehensive, and efficient enrollment process. Over the past six years Social Interest Solutions has established an effective organization and has succeeded in its efforts to further One-e-App’s development and deployment in California and other states, and to manage the Health-e-App maintenance contract with the state of California.
