High-quality health care is equitable health care. However, policymakers and health plans have struggled to identify a consistent approach to building equity into their quality measurement and accountability strategies. The National Committee for Quality Assurance (NCQA), with support from CHCF, has developed a health equity measurement framework that state Medicaid programs can use to measure accountability in health plan managed care contracting.
