Palliative Care in Medi-Cal (SB 1004) Resource Center

Services, Costs, Payment

To build sustainable palliative care programs, palliative care providers and health plan partners need to anticipate the costs of delivering care, and the factors that influence those costs. This section of the SB 1004 Resource Center includes a review of services required by SB 1004, staffing models used by providers, payment models, variables that impact cost of care delivery, and strategies for increasing efficiency.

An overview slide deck (PDF) covers core concepts about this topic. A companion resource, 23 Factors That Impact the Cost of Delivering Palliative Care Services (PDF), describes variables that plans and providers should be aware of as they design palliative care services and consider the expected cost of care delivery.

The Decision Points Worksheet (PDF) presents examples of how health plans and palliative care providers can adjust some care delivery and administrative aspects of the program to reduce costs while maintaining quality. The worksheet is formatted to allow plan-provider partners to explore circumstances that impact care delivery costs in their own programs and options for addressing those circumstances in ways that might improve efficiency and reduce costs.

Both of these resources can help palliative care providers and plans think about which aspects of their programs they could change — and how they could change them — to better align the cost of care delivery, the payment available to the palliative care provider, and the outcomes that both entities are trying to achieve for patients receiving SB 1004 palliative care.
