Managed Long-Term Services and Supports: Quality Improvement Initiatives

Long-term services and supports (LTSS) provide day-to-day assistance — including help bathing, dressing, and eating — to older adults and people with disabilities who are enrolled in Medi-Cal. Through the CalAIM (California Advancing and Innovating Medi-Cal) initiative, more responsibility for coverage and coordination of LTSS will be transitioned to Medi-Cal managed care plans statewide by 2027.

Medi-Cal LTSS are delivered across multiple systems, and until recently, limited data on the quality of these services were made publicly available. The transition to a statewide managed LTSS model provides an opportunity for lawmakers, state regulators, and other stakeholders to implement statewide LTSS quality initiatives, to improve information sharing across systems, and to create more data transparency.

This fact sheet examines several initiatives that could help support oversight and transparency of Medi-Cal LTSS quality, with the intention to drive improvements in care coordination and delivery.
