Purpose
The California Health Care Foundation (CHCF) is exploring an early-stage concept to support regional or county-level cross-sector convenings to help communities respond to HR 1 and other state Medi-Cal policy changes that are expected to increase coverage disruptions, churn, and demand for indigent care.
This Letter of Interest (LOI) is intended to gauge interest from counties, community health centers, Medi-Cal managed care plans, and other community leaders in engaging in CHCF funded regional convenings, which would include facilitated partner convenings, research support, and participation in cross-region sharing of learnings.
Submission of an LOI does not constitute a funding application, and participation in this process does not guarantee funding. Information gathered will help CHCF determine whether to move forward with this concept and identify regions to support.
What the Work Could Include
The concept is intended to help regions and counties develop coordinated local strategies related to HR1 changes, Medi-Cal enrollment, renewal, coverage transitions, and care for uninsured residents — while also enabling cross-regional learning that can inform broader field and state-level efforts.
If CHCF proceeds, selected regions or counties would receive support over approximately 9–12 months. CHCF could support the following activities, but exact focus areas and activities would be shaped by local priorities and readiness.
- Facilitated regional or county convenings bringing together counties, Medi-Cal managed care plans, providers, and community-based organizations to co-design strategies for addressing HR1 and state policy changes
- Develop solutions and approaches to address issues such as Medi-Cal renewal and churn mitigation, HR 1 implementation impacts, data sharing and handoffs, community eligibility capacity, public messaging, and planning for increased uninsured or indigent care
- Facilitation and light research support, including meeting design, policy and data analysis, and synthesis across convenings
- Cross-regional learning opportunities to identify and share lessons, best practices, and emerging themes with peers, field leaders, and relevant state partners
