Kimberly Chen is a Senior Policy Officer for State Health Policy in the foundation’s Sacramento office, which leverages the foundation’s data, expertise, and partnerships to help California’s state government make informed decisions about health care. The State Health Policy office supports the work of policymakers and state agencies and departments through research and analysis, technical support, policy briefings, and similar activities.

Prior to joining CHCF, Kimberly served in the California Health & Human Services Agency as an Assistant Secretary for Programs & Fiscal Affairs, leading budget development and policy implementation on all state health care coverage programs, including those under the Department of Health Care Services, the Department of Managed Health Care, and Covered California. Kimberly was also a Principal Consultant for the California State Senate Health Committee, held multiple roles at the California Pan-Ethnic Health Network, including State Policy Director and Government Affairs Manager, and served as legislative staff in the California State Assembly.

Kimberly earned her Bachelor of Arts in Ethnic Studies and Gender & Women’s Studies from the University of California, Berkeley and Master of Public Administration from the USC Sol Price School of Public Policy. She is an alumnus of the Jesse M. Unruh Assembly Fellowship Program and the Millbank Memorial Fund’s Emerging Leaders Program.
