Catherine Teare is associate director of the California Health Care Foundation’s Market Analysis and Insight team, which promotes greater transparency and accountability in California’s health care system. Her work focuses on health care affordability, the #1 health policy priority for Californians.

Since 2015, Catherine has led the foundation’s efforts on mental health and substance use care, including efforts to advance cross-system integration in Medi-Cal for people with behavioral health needs, to establish effective and transparent data reporting and measurement systems, and to help audiences understand the complexities of our current systems at a time of rapid change.

Catherine has worked on Medi-Cal for most of her career. Before joining CHCF in 2011, Catherine was a consultant for safety-net health care providers, foundations, and local governments in the areas of health care financing, health insurance coverage, adolescent health, reproductive health, and HIV. She also worked as director of policy for Children Now and as a health policy analyst for the National Center for Youth Law. She received a bachelor’s
degree in English from Yale College and a master’s degree in public policy from the University of California, Berkeley.
