The burden of untreated behavioral health conditions is both a major public health problem and a delivery system challenge. CHCF works to improve behavioral health policy and care and to integrate mental health, substance use, and physical health services to achieve the best outcomes for Californians with low incomes.

We are compiling a reference list of potential research, writing, convening, and strategic partners in support of these goals. We invite you to respond to this request for qualifications (RFQ) by providing information about your organization, your expertise, and the services you provide so that we may keep you in mind for future opportunities.

Below is a list of qualifications, followed by a questionnaire. If you feel you meet the qualifications below, we want to hear from you! There is no deadline for responding, and we hope you will circulate this request to colleagues outside of your organization.

Please note that this RFQ is not tied to any specific project. We will reach out to you to discuss potential opportunities if we think your experience makes you a good fit for the work we are doing. We may request additional information at that time.

CHCF is looking for organizations and individuals with the following experiences and capabilities.

“Must-have” Qualifications

Expertise and experience in behavioral health care — research, policy, operations, financing, and/or clinical services. Areas of CHCF interest include the following, but we do not expect respondents to have expertise in all these topics:

• Behavioral health workforce (licensed and unlicensed, including peer providers)
• Behavioral health integration in primary care
• Integration of primary care in specialty behavioral health settings
• Outcomes measurement in behavioral health care
• Maternal mental health
• Behavioral health parity
• State and county financing of specialty behavioral health care
• Racial and other disparities in access to/experience of behavioral health care

Expertise in one or more of the following:

• Qualitative and/or quantitative research methods
• Facilitation and convening of in-person and remote meetings
• Strategic planning
• Evaluation design and implementation (both formative and summative)
• Co-design of projects and strategic initiatives, particularly with consumers and/or providers of care
• Excellent writing and presentation skills
• Excellent collaboration skills

“Nice-to-have” Qualifications

• Prior work with philanthropy/foundations
• Cross-systems work
• Multilingual capacity
• Lived experience of mental illness and/or substance use; experience with hiring and supporting people with such lived experience
