Plan Choice for Covered California Consumers, 2017 vs. 2018

How many health plans do Covered California consumers have to choose from during the 2018 open enrollment period? And how do their choices compare to the previous year? Below are a few key facts:
California continues to have no “bare-shelf counties,” or counties where there is no health plan participating.
In 2018, 95% of Covered California consumers had at least two health plans to choose from, and 81% had at least three.
There was a slight decline in plan choice between 2017 and 2018: 66,000 consumers — the majority living in Monterey, Santa Barbara, and San Luis Obispo Counties — had only a single plan to choose from. (This was primarily the result of the withdrawal of Anthem Blue Cross from 16 of 19 Covered California rating regions in 2018.)
