Kim Flores is a principal  consultant with the California State Senate Office of Research (SOR). She has more than 20 years of experience working in the legislature on health and social services issues, including working for the Assembly Ways and Means and the Senate Health and Insurance committees. SOR is a nonpartisan office charged with serving the research needs of the state senate and assists senate members and committees with the development of effective public policy.
