Jessica Thacher, MPH

Jessica Thacher is a senior learning and impact officer with CHCF’s Learning and Impact team, where she partners with the foundation’s program teams to support organizational learning, evaluate the foundation’s investments, and optimize impact.

Prior to joining CHCF, Jessica served as the director of quality and performance improvement at Partnership HealthPlan of California, a community-based Medi-Cal plan serving more than 500,000 California residents. In this role, she oversaw the health plan’s quality improvement program, including annual planning and evaluation, compliance and accreditation, quality measurement, and strategic improvement initiatives. She previously worked in quality improvement roles at the Women’s Community Clinic in San Francisco and the San Francisco Community Clinic Consortium.

Jessica earned a bachelor’s degree in journalism from Northwestern University’s Medill School of Journalism, and a master’s degree in public health from the University of California, Berkeley.
