Ella Schwartz, MPAff

Senior Program Investment Officer



Ella Schwartz is former a senior program investment officer for the CHCF Innovation Fund, which invests in technology and service companies with the potential to significantly lower the cost of care or improve access to care for Californians with low incomes. Ella’s investments focus on services and solutions that improve access to care and promote health equity, specifically through virtual and culturally responsive care. She also focuses investments in early-stage founders with lived experience in these areas.

Prior to joining CHCF, Ella served as director of operations, and before that director of community contracting and partnerships, at the Community Health Center Network (CHCN), a managed services organization owned and operated by eight community clinics in Alameda and Contra Costa Counties. At CHCN, she championed the implementation and evaluation of RubiconMD, a CHCF portfolio company, across CHCN’s clinics to improve access to specialty care. In addition, Ella managed operations for provider services, claims, and customer care, and maintained a provider network of 1500+ specialty providers and 450+ primary care providers. Earlier in her career, Ella developed and implemented Medicaid managed care policy for the Texas Health and Human Services Commission.

Ella holds a masters of public affairs from the LBJ School of Public Affairs at The University of Texas at Austin, as well as a bachelors of arts from The University of Texas at Austin.
