Elizabeth Hernandez is the quality improvement manager for Contra Costa’s Whole Person Care program, working on program planning, evaluation, and improvement initiatives. She works on a number of Contra Costa’s technology initiatives and with program leadership and direct service staff to insure successful implementation.

Prior to working at Contra Costa, Elizabeth worked for Alameda County on implementation of the ACA, implemented special projects as a policy analyst at the Alameda Health Consortium, and was a research analyst for the UCSF Institute for Health Policy Studies.
