To conduct two surveys: first, a survey of uninsured Californians earning over 200% of federal poverty level to investigate the reasons that the non-poor uninsured choose not to purchase health insurance. A second parallel survey of Californians who have purchased health insurance on the individual market will create a comparison group to better understand the purchase decision.
