To help California voters and the media assess health-related initiatives on statewide ballots, the California HealthCare Foundation and the Center for Governmental Studies collaborated to produce HealthVote.org.
HealthVote.org provides a regularly updated, one-stop, nonpartisan resource for information on statewide health-related ballot initiatives. The site includes in-depth background, official ballot summaries, TV ad analyses, news, editorials, and statewide poll results. Updates are available on the site and in regular emails.
HealthVote.org covered two ballot measures during the state's 2009 special election: - Prop. 1D: Protects Children's Services Funding. Helps Balance State Budget. Amends Prop. 10 (enacted in 1998) by cutting $1.68 billion over five years from First 5 (state early childhood development programs). In the first year, Prop. 1D would take $340 million from First 5 reserve accounts and $268 million in new revenues. Prop. 1D would continue to reduce the funding available for First 5 programs by approximately $268 million per year until 2014. (Rejected by voters on May 19, 2009.)
- Prop. 1E: Mental Health Services Funding. Temporary Reallocation. Helps Balance State Budget. Amends the Mental Health Services Act (Prop. 63 of 2004) to cut about $230 million per year for two years from the expansion of state mental health services. Prop. 1E would divert Prop. 63 revenues to the federally mandated Early Periodic Screening, Diagnosis, and Treatment (EPSDT) Program. (Rejected by voters on May 19, 2009.)
