When it comes to enrolling in public programs such as Medi-Cal and Healthy Families, many states, including California, rely on inefficient, often cumbersome processes and outdated computer systems. Consumers applying for multiple programs have to provide much of the same information over and over, often at different locations. Trapped in a world of siloed enrollment processes that are supported by stand-alone systems, consumers and their families can feel confused and overwhelmed.
Rather than serving as a barrier to coverage and care, how can California's enrollment system be streamlined and modernized to deliver greater efficiency and real customer service?
At a 2008 statewide technology conference in New York, CHCF Vice President of Programs Sam Karp delivered the keynote address. In it he identified the major obstacles to implementation; the role technology can and cannot play; and key lessons learned in California. Karp, who has led the Foundation's enrollment modernization efforts for the past decade, concluded by outlining a new vision for a more efficient and consumer-friendly system for the Golden State.
