Long Term Care Reform: Recommendations for Change

This report summarizes the recommendations of experts in long term care on implementing the systemic reforms outlined in the 1996 Little Hoover Commission paper.

In the ten years since the release of the Little Hoover Commission report, little progress has been made in long term care reform.

In the fall of 2006, CHCF convened a group of experts to assess the implementation of the Little Hoover recommendations and to identify areas of focus to increase consumer satisfaction and use state resources more efficiently. The focus areas included:

  • Creating a state commission to assess the impact of future long term care spending on health coverage in California and to examine ways to maximize state resources;
  • Requiring residential care facilities to report annually to the Department of Social Services (DSS) on resident and facility characteristics, staffing levels, and costs;
  • Requiring DSS to provide information on complaints and deficiencies in residential care facilities; and
  • Improving transitions from home- and community-based services by strengthening discharge planning.
