Engaging Consumers in Designing a Guide to Medi-Cal Managed Care Quality

A wide range of publicly reported information on the quality of commercial and Medicare health plans is available to California consumers. But virtually no analogous consumer-friendly information is available on the managed care plans serving Medi-Cal beneficiaries.
In response to this need, in 2002-03 CHCF partnered with the California Department of Health Services (DHS) to develop a model guide for presenting quality of care information for culturally and linguistically diverse populations. This 2004 report details the results of the consumer testing in developing a prototype guide on Medi-Cal managed care quality, and illustrates how the guide was modified by responses received.
The prototype guide is meant to serve as a state-of-the-art reference for DHS in presenting quality information tailored to the needs of the Medi-Cal population. If DHS moves forward with distribution to Medi-Cal beneficiaries in those counties in which Medi-Cal managed care plans operate, the guide is expected to be translated and produced in all Medi-Cal threshold languages and updated on a regular basis to reflect current quality measures.
