In 2002, California considered expanding Medi-Cal managed care for beneficiaries with disabilities. This series of studies was conducted to help policymakers evaluate their options and examine other states' activities.

In 2002, the California Legislative Analyst's Office proposed that the state consider expanding Medi-Cal managed care for beneficiaries with disabilities as part of the solution to cover the state's $20 billion budget gap at that time. To help policymakers evaluate their options, we funded a series of studies to explore how well Medi-Cal serves people with disabilities and examine other states' efforts to expand managed care for this population.
