Market and Policy Monitor

Objective 1: Policy and Market Trends

The Market and Policy Monitor (MPM) program's Policy and Market Trends objective provides reliable, independent analysis of policy developments and market trends to inform or guide decision-makers. Through a combination of published reports, Web sites, and legislative briefings, CHCF disseminates timely data and analysis exploring important aspects of the market forces in California's health care industry. As part of this work, annual publications in the CHCF California Health Care Almanac include Health Care Costs 101, Medi-Cal Facts and Figures, the California Employer Health Benefits Survey, and California's Uninsured, among others.

Key Initiatives, Accomplishments, and Next Steps 

Toward these ends, the MPM program has developed the following projects:

CHCF California Health Care Almanac: Provides comprehensive and timely reports on cost, quality, and access in health care delivery and financing. It is a centralized online clearinghouse for market trend reports that includes information on segments of the health care marketplace.

  • MPM staff developed and released nearly 60 publications in the past year, many as part of the CHCF California Health Care Almanac, including reports and snapshots tracking cost trends, insurance coverage, and quality of care, as well as issue briefs highlighting implications of important policy considerations.
  • Expanded the CHCF California Health Care Almanac, adding in-depth analysis of six California regional health care markets (Fresno, Los Angeles, Riverside/San Bernardino, Sacramento, San Diego, and San Francisco Bay Area), as well as new graphic presentations covering quality of care, health plans and insurers, and the financial health of community clinics, among others.
  • Next steps include enhancing the work of the CHCF California Health Care Almanac, including addition of webinars and further audience outreach.


Issue Analysis: Provides analysis on critical topics to inform the policy development process with credible, timely, accessible information. Supports effective dissemination of ideas through media outreach, Sacramento briefings, and convenings on key policy issues.

  • As a result of publication releases, MPM staff participated in more than 100 media interviews in 2009-10.
  • Conducted 11 policy briefings and other convenings in Sacramento, focused on policy issues for legislative staff, administration officials, and stakeholders. Participation for all 11 briefings totaled 717, with 81% of participants rating the briefings as very good or excellent.
  • Supported the fifth edition of HealthVote.org for the June 2009 special election, including detailed analysis of the health-related propositions.
  • Next steps include investigating options for improving the efficiency of data collection in support of transparency projects; and tracking the impact of the economy on supply of and demand for health care services.


Health Care Financing and Delivery Models: Provide analysis and insight into existing and developing models that integrate hospital and physician services to achieve greater accountability and coordination of care.

  • Supporting the Integrated Healthcare Association pilot of bundled payments for orthopedic procedures.
  • With respect to Accountable Care Organizations (ACOs), examining the landscape, studying the regulatory issues connected to the creation of ACOs; and determining how ACOs would work in the public sector (community clinics and public hospitals).
  • Next steps include exploring opportunities for reducing health care costs through innovative payment approaches and continued work on the impact of regional variation on health care delivery in California.
