Health-e-Arizona Launches Online Enrollment

Arizona becomes the next state to test the efficiencies of a fully automated Web-based application for enrolling low-income children, adults, and families in public health insurance programs.

Through a partnership between Arizona's Health Care Cost Containment System (AHCCCS), the Arizona Department of Economic Security (DES), and the Community Health Centers Collaborative Ventures, Inc. (CHCCV), a new Web-based enrollment application called "Health-e-Arizona" is being launched today in Pima County, Arizona. The Health-e-Arizona pilot project kicks off at the Tuscon-based El Rio Health Center, a large, multi-service federally qualified health center.

Powering Arizona's online application is Health-e-App, software developed by the California HealthCare Foundation (CHCF), a nonprofit philanthropy, based in Oakland, California. Health-e-App was originally developed for use in California, where it was successfully pilot tested and licensed by CHCF to the State of California, at no cost. The California Department of Health Services is currently implementing Health-e-App throughout California. "We are pleased that our investment is being leveraged by another state to make its enrollment process more efficient for both administrators and consumers," said Claudia Page, program officer and Health-e-App project manager at the California HealthCare Foundation.

Deloitte Consulting, who developed Health-e-App for CHCF, worked with the Arizona agencies responsible for state administered health care programs and CHCCV member organizations, including private business representatives, to modify Health-e-App to meet Arizona's unique requirements.

"Licensing Health-e-App has allowed for a rapid implementation of an application that will fundamentally change the way we provide services in our communities," said Robert Gomez, executive director of the El Rio Health Center in Phoenix.

Health-e-App is a paperless enrollment process using electronic signatures and providing real-time preliminary eligibility determinations. It offers bilingual English and Spanish versions, which outreach workers or applicants can toggle between at any point in the application process. The application is also fully compliant with usability standards and requirements of the Americans with Disabilities Act (ADA).
