The California Opioid Safety Coalitions Network (OSCN) unites more than 35 California counties to address the opioid epidemic and lower overdose deaths across the state. Since 2015, CHCF has supported local coalitions by providing a suite of training and technical assistance efforts. Now, we seek an organization to take over leadership and management of this vibrant network.

This informational webinar is for interested organizations to learn more about the opportunity, and ask questions about submitting a letter of interest (due June 15, 2017).

Background

Local coalitions bring together diverse stakeholders — primary care clinics, physicians, hospitals, pharmacies, law enforcement agencies, addiction treatment centers, families, and others — to synergize local efforts and improve community safety. The coalitions focus on changing opioid prescribing practices, increasing access to addiction treatment, spreading use of naloxone, and supporting local prevention efforts.

OSCN management responsibilities would include providing coaching and training; organizing regional workshops, statewide convenings, and webinars; and providing communications support and other offerings to help spread best practices and accelerate local and statewide change. The organization would be the public face of the statewide effort, coordinating closely with CHCF leadership, the California Department of Public Health, and other partners.

Eligible Organizations

CHCF seeks organizations with the right mix of knowledge, skills, and experience, either within the organization, or as subcontractors, as follows:

• Program management
• Curriculum development
• Experience in quality improvement, Lean, or other improvement methodology
• Experience teaching and coaching diverse stakeholders (e.g., clinicians, law enforcement, public advocates)
• Work with broad-based coalitions to achieve common near-term goals
• Cultural competence to address challenges in the epidemic with diverse local communities
• Familiarity with efforts to halt the opioid epidemic (e.g., changing prescribing practices, increasing addiction treatment access, community interventions to spread use of naloxone)
• Favored: visionary physician leadership to be the champion and face of the organization

Budget: $500,000–$1,000,000

Time frame: Letter of Interest due June 15, 2017. Project period is from September 2017 to December 2019.
