Brooks manages projects to support the evolution of Medi-Cal and to monitor the impact of the Affordable Care Act in California. Brooks, an attorney with a background in health policy, has held positions in bioethics, risk management, and health care law.
Prior to joining CHCF, Brooks served as national leader for patient safety and risk management at Kaiser Foundation Health Plan, where she administered its Event Management Program, collecting data on sentinel medical events. She also provided training to physicians and physician educators on how to communicate in the aftermath of an adverse patient event.
Previously, Brooks was a senior analyst on bioethics, law, and human rights at the Center for Genetics and Society, where she performed international legal research on regulations surrounding genetic technologies and stem cell research. As a staff attorney at the National Health Law Program in Chapel Hill, NC, she monitored state and federal language access laws under Title VI, and helped craft legal arguments on federal Medicaid issues.
Brooks received a bachelor's degree in policy studies and English from Rice University and a doctorate of law from the Washington College of Law at American University.
